Are the OSD functions fast enought to do with them a 2D game?
The game will have big backgrounds like in the first GTA(http://koti.mbnet.fi/jonneweb/img/pelit ... ersio1.jpg)
And the characters will have a few animation frames.

Even if osd functions can be faster than they are right now (using triangles and not quad, for example), it's always far far better than a classic (almost) un-accelerated 2D drawing. And with the "Live" API, it's very easy to push any dynamic texture to the video card.

As you may know, there's already some 2D video games that use OpenGL rendering ... I think it's a good idea :) , and Raydium OSD is probably able to do it correctly (or can be updated easily to do so).
